Electrified decoy

I do not know so much about electricity but want to make a electrified blanket for a moose calf decoy that delivers a 6000-10000 volt shock to a predator that touches the decoy.  I do not want the system to be live, but triggered through an actuator.  As the whole unit is portable and quite small was wondering what size of energizer and battery I might need and the best material to make the electric mesh blanket out of.  The decoy will have fur on it so will there be a problem with conductance.

probably some fine wire meshed in with the fur would work ?

or possibly dampen the fur with animals sweat ?
I can just imagine the predators surprise when he/she
comes into contact with it !
