Many of the constructs for yard lights that I have seen are bare PCB -> PV -> Soft setting (slow cure) epoxy.
Easy test is nick it with a hot soldering iron - there is NO mistaking the smell of burning epoxy!
There are things that can remove epoxy, but I don't know what other effects they might have on the non-silicon components of a PV cell.
