It is the glass that forms the strength of the panel.  With that broken, the cells, if not already cracked can flex with the eva and tedlar they are encapsulated with, causing them to crack easily.  I have a couple of broken panels and have been meaning to try and do something with them as well.  My thoughts were to cast some resin on the back of the panels inside the frame to limit that flexing, and to give a skim coat of uv stable epoxy on the front.  I don't think that would work for the larger panels like you have very well though because the flexing would still likely be significant.  Once the cells are cracked up, even if there is still a series connection and voltage,  the panel will not put out any current to speak of and is just scrap at that point.

I know nothing about this and it may have been suggested before, but what about a windshield repair company like the one that advertises on TV. They pump a clear resin into a auto windshield crack.

This panel did not produce any voltage on 2/3rds or 2 of the three diodes.  Only 10 volts oc on the last third.

I think these are done.  I at least have a couple of boxes and frames to use.

I talked with the company I bought these from, he says he has shipped replacements and if so, I will post the name of his company just so you guys know how outstanding they have been so far.

Or should something like that arrive in a condition that was reasonably expected to be suitable to function in the warranted period?

File a claim.
Twice.
Call the credit card company.
Tell paypal.
Tell the freight company.
Tell everybody.
Get the name of WHO you talked to, and the date and time.  And how long the call lasted.
Write down (or record if it is legal in your state <it is here>) everything they said.
Etc.

Yes, I have seen them work in that condition, but the owner broke them himself (NOT covered under the fine print).

I had posted a reply to this yesterday but broke the internet when I clicked Post  :P

I agree with you but I did not pay with any means which would allow me protection.  Bank transfer.... 

Anyway, the carrier is R & L Carriers if anyone wants to know but, I am not sure as to them being responsible.  I wasn't able to hear their excuse.  Anyway Thanks all for your suggestions and help.

I got the replacement panels. I ended up working out a deal on two panels and the shipping company shipped those replacements free.  Was not a great experience but, when I get the additional panels up, I will soon forget about the drama associated with them.  We have the frame and box if anyone is interested in one.  We gave one panel to a neighbor, I would be glad to give the frame and j-box to anyone who needs the one left.
